Three Putnam County Residents Charged Following Probe Into Heroin Sales
Putnam County Sheriff Donald B. Smith reports the arrest of three Putnam County residents on narcotics-related offenses following an investigation into heroin sales within county.
In December 2013, members of the Sheriff’s Narcotics Enforcement Unit developed information that a male subject from the Roaring Brook area of The Town of Putnam Valley was engaged in the sale of heroin from his residence.
Narcotics investigators were able to make contact with the individual and arrange for the purchase of heroin on two separate occasions. During the course of the investigation a female guest at the residence overdosed (non- fatally) on heroin and required medical intervention. The New York State Good Samaritan Law, however, prevented law enforcement from filing any criminal charges related to the overdose.
A search warrant was obtained for the residence. On January 9, 2014, narcotics officers executed the search warrant at the residence and recovered a small amount of heroin, suboxone, marijuana and drug paraphernalia. The suspect of the investigation was not at the residence at the time the warrant was executed.
Approximately two hours after the service of the warrant, the suspect was located in a car occupied by two others as they returned to the residence. Deputies found them to be in possession of more than fifty bags of heroin and several hypodermic instruments.
Kevin Maffettone, 26 years old, of Arbutis Street, Putnam Valley, New York, whose residence the overdose occurred at, was arrested and charged with two counts of Criminal Sale of a Controlled Substance in the 3rd Degree, three counts of Criminal Possession of a Controlled Substance with the intent to sell in the Third Degree, one count of Criminal Possession of a Controlled Substance in the Fourth Degree and one count of Criminal Possession of a Controlled Substance in the Seventh Degree. He was arraigned before Putnam Valley Town Justice Louis DiCarlo and remanded to the Putnam County Correctional Facility in lieu of $25,000 bail.
Also arrested was Michael Whalen, 22 years old of Peekskill Hollow Road, Putnam Valley, New York and 20 year-old Samantha Dodge of Allison Court, Mahopac, New York.
Mr. Whalen was charged with Criminal Possession of a Controlled Substance in the 4th Degree and Criminal Possession of a Hypodermic Instrument. He too was arraigned before Justice DiCarlo and remanded to the Putnam County Correctional Facility in lieu of $1,000 bail.
Samantha Dodge was charged with Criminal Possession of a Controlled Substance
in the 4th Degree and Criminal Possession of a Hypodermic Instrument. She was released without bail upon her arraignment.
